I found a report and some artwork of the Team 1992 of the Naval Postgraduate School - Total Ship Systems Engineering on how an affordable future frigate for the US Navy might look like. They named the ship the Regional Deterence Ship (RDS).

Note that there is clearly a 16-round VLS just forward of the hangar. Also note that at least someone at the time thought that fitting a crane (thus having 13-round VLS) was sensible, both fore and aft.
 
One of the captions stipulates " mortar". Wold that be a Russian style ASM mortar/ rocket system or rather a countermeasures vector?
 
It was intended as a shallow-water ASW weapon, possibly with anti-torpedo capacity. The full report talks about RBU-6000 or updated Hedgehog but ultimately recommends a new development.
