Sorry for the somewhat cumbersome title, I've just used the title of the research paper of the "Federal Armed Forces UnderwaterAcoustcs and Marine GeophysicsResearch Institute". I ordered it from the library, triggered by the keywords "radar" and "submarine". Actually, as the title alreay says, it isn't about detecting submerged submarines via radar, at least not directly. The research was about detecting objects on the sea floor via radar, by the changes, they are causing to the swell at the sea surface. From what I read, this is only possible in shallow waters, and relies on a well charted seafloor.
I don't think, that it could be used for detecting ground mines, as those probably are too small and in most cases at least partially buried in the silt, but maybe a bottomed submarine could be detectable by that method ? There probably is a reason, that the German armed forces undertook this research ...

The report is publicly available, so I don't think, that posting it hear can lead to problems ... and : It's (mostly) in English !
