In August 1935, the Argentine Congress authorized the expenditure of 43 million pesos (US $ 16,3 million at the prevailing 4ate of exchange for new aircraft ad aeronautical equipment. The army had a requirement for fighters, bombers and advanced trainer, all of which to be all-modern design and fitted with the most advanced equipment available There were no less than 23 bids from American and European aircraft manufacturers, including one from Poland, for a version of the PZL 24 fighter fitted with a Wright-Cyclone engine. They were to be transported by their manufacturer, complete with pilot and ground crew to El Palomar Air base, in Buenos Aires where they would participate in a contest, the selection of the winning types would be determined by a joint army and navy commission. Such an expense deterred many of the smaller firms, and in the event only American, German and Italian models participated in the competition.
