Please note that,they wrote Report Number 97-C-1, and again it is Model-97,this indicate sometimes
there is connection between report number and the company model number.

Hi,

In 1988, the preliminary design of "Heli-Stat II" was created with a balloon of a rigid structure to which four rotors (24 m in diameter) are attached, turned horizontally at take-off and vertically in flight. The project was not implemented.
