I can't be certain if the white things are shelters, pained on the ground, or are concrete being added. The Google Earth imagery is not good enough to rule out shelters.Looking at more recent commercial satellite imagery it does appear that whatever it is is growing.The large paved area is marked as a ramp/apron for fighters in various documents.
