Did the Naval Aircraft Factory still exist in 1947, anyway? Wikipedia says: "The NAF ended aircraft production in early 1945." So surely it MUST be a wartime design!

Almost certainly. Might be in the wrong forum. I just went off the report date.

By '47, both the design and the role were quite obsolete.
