Seems neat.

I wonder if standoff firefighting is valuable in itself in hazardous environments. The Tianjin and Beirut port explosions killed a lot of fire fighters and a long range system with high throw weight could have been very useful.

So what's inside the rocket ? Seems to be no visible flame of rocket engine, and the warhead itself appears to be mostly fire retardant.

There is a patent for that too.

Anyway seems this can be a good crowd control too, the "warhead" can be filled with tear gas or other agents. Launch would be a low signature event.
