AIUI, the T-4 ran into the same issue that the B-70 did. Namely, that it wouldn't survive in the face of modern IADS.

But assuming this is a "have to have it" project and it progresses beyond a single flying example, in the long run, you could basically copy what's been done with the TU-22M.

Tactical Blackbird... Only way for it to exist is that it should be more useful than (say) 2 new MiG-31s with carrying 3 Kinzhals.
