In the strike configuration, the limited climb rate translates into the aircraft flying 12 miles or more after takeoff before it can climb above the small arms envelope (4500'). In a Vietnam/Afghanistan-type environment, that will be a long time to be exposed to small caliber arms fire. And that's at sea level...in a high density altitude environment, that kind of poor performance gets people killed.
 
The Meyers 400 Interceptor (as described in the article) in turn appears to be based on the Meyers 200, a piston four-seat aircraft in the Beech Sierra class that saw somewhat limited production.
 
The militarized 400M is clearly a projected variant of the existing I400.
