The only surprise is that wing span extension was supposed to come at the wing root, and not at the wing tip? The second YC-15 prototype had extended wing tips, didn't it?
Does anyone else have specs about the C-15B, bearing in mind that American Secret Projects Volume 3 regarding post-1960 US airlifter projects is due to come out in fall.
