The book you're thinking of is Uncle Target by Gavin Lyall, the last in his series of novels about Harry Maxim. A good read IMHO. I have no idea if the liquid propellent gun was based on a real project, one interesting thing I remember was the publishers ran newspaper adverts for the book with a photo of a model of the tank(First post after years of lurking!)
