Two things.

1) It's not a Lockheed design, it's by "Moire, Inc." Sadly, the linked PDF file has been scrubbed from their website.

2) Actually, it *is* a Lockheed design. Just a reworked Sea Sitter from the 1970s.

I have read that the "SeaStar" or "Sea Sitter" is also referred to as the "Sea Loiter" in Popular Mechanics and Aviation Week & Space Technology.
