Their senior minister who has responsibility for space gave an interview to Space News about a month or two ago and stated that Japan was not going to develop its own human spaceflight capability. He was unequivocal about it. I suspect that this project is like many other examples where Japanese industry or lower level JAXA engineers produced concept art for a project with no official approval. If you look at drawings of their robotic spaceplane in the early 1990s it often had windows.
 
India's proposed manned spacecraft.

They supposedly are getting Russian help, but this does not look Russian at all.

Sounds a reasonable project, aside the date. 2015 looks a bit too much optimistic ;)
 
I'll bet curry will be served on that flight. My mouth's already watering :). Besides, seeing as you lose your sense of taste in space, curry would be a logical choice of food up there.
