You have turned over a rather nasty rock. The so-called Progetto M40 mod. 65 was nothing more than the fever-dream of Guido Giannettini -- neo-fascist agitator/terror-bombing collaborator and all-around PoS.
A bit of context: Giannettini returned to Italy after his arrest for involvement with French terrorist group OAS (
Organisation armée secrète). Publisher (and co-founder of neo-fascist party MSI) Pino Romualdi helped Guido turn his MSI youth group scribblings into a career in journalism. By 1964, he was writing for the
Escercito's own '
Rivista Militare'. He then used his 'inside' knowledge of extremist political groups to wriggle his way into the
Servizio Informazioni Forze Armate (SIFAR) and became their
agente 'Zeta' (aka 'Adriano Corso'). [1]
In 1969, Giannettini accompanied an Italian team to the BRD to examine the
Leopard 1 (probably as a '
Rivista Militare' reporter but the neo-fascist hype-machine hints that he 'may' have been on important work for SIFAR ... yeah, right!). [2] In 1973, Giannettini revealed his concept' in one of those design-your-own-tank articles. Giannettini's article submission was for a 43 tonne medium battle tank planned for a 114 mm main gun. He claimed that this concept actually dated back to 1965.
None of this can be tested because Giannettini was well-protected by SIFAR. When that scandal-plagued organization was replaced by the Servizio informazioni difesa (SID) in 1966, Giannettini's protection actually intensified. When he was indicted for involvement in the Piazza Fontana massacre bombing, Giannettini was helped by an SID agent to escape to Paris. [3]
As the result of the above, I wouldn't place much importance on the Progetto M40 mod. 65 or the likes of Guido Giannettini (who, as with most neo-fascists, suffered from delusions of grandeur. In his professional life, Guido Giannettini was a mediocrity who tried to cut corners by lying, cheating, and selling-out his country. All the above needs to be kept in mind while assessing Giannettini's tank doodle.

[1] The relative 'importance' of
agente Zeta within SIFAR/SID would then be greatly exaggerated by his later neo-fascist biographers. Maybe they thought that would help cover up his double-agent dealings with Romanian military intelligence?
[2] With Giannettini on this trip to West Germany was Pino Rauti. The latter had left the MSI to advocate for a more anarchist approach -- using chaos and social disruption as a method for restoring fascists to power. (Pino's daughter, Isabella Rauti, also began her political life in the MSI. She later became a senator after joining Giorgia Meloni's FdI party.)

Capitano Antonio Labruna would be convicted of aiding and abetting in this escape and then discharged.
