It was built by a German an prooved to be fully submersible (involuntarily....), so I would say noCould it be the first semi-submersible of a Muslim nation? The Ottomans had actual submarines in the 1870s, but no halfway craft that I’m aware of in their or subsequent Turkish history before this point
