Maybe something went wrong in the translations In the Russian language the R is portrait as R so I guess the Il-114P was meant.
As far as I know a prototype Il-114P (maritime partrol/surveillance) was flown in 1996,d featuring two under fuselage pods with radar/FLIR and also bubble observation windows.
