Hi! Kawanishi E11K1 11-shi night reconnaissance sea plane. Competitor of Aichi E11A type 98 Laura night reconnaissance sea plane.
Radiator position is interesting.

Two E11K night reconnaissance sea plane made as an experiment were converted as a transport plane, and it is said that it continued being used as a official boarding plane, or connection and a transport plane by the name of a 96 type transport plane for a long period of time.
I'm not sure that it's a amphibian or not.
