The first one is the Holland H-1 as monoplane at the beach.
It was rebuild to monoplane only for fun at the beach.

Could the second be a Standard E-1 with a replacement, steel-tube, 4-wheel undercarriage?

Sure looks like a Standard E-1. The exception is the cabane struts. In the ID photo, these seem to be longer, steel tube, and have another strut connecting to the lower wing. Could those have been changes associated with the steel tube landing gear?
