Probably. In the mid 60s it was thought that Victorious was the smallest carrier that could just about operate Phantoms, and Hermes was too small. Hence why they tried selling her to the Aussies.

I’d also like to know if anyone has accurate dimensions for Eagle after her after her IOTL rebuild.

I read that post completely wrong, although in my defence it is worded very strangely.
I thought you were talking about whether Hermes would still be converted to harriers.
There’s no chance Eagle would be converted to harriers solely.
She might have carried harriers as part of her air group provided they made one that could be launched by catapult. The phantom was supersonic and I doubt the Royal Navy would completely give up their capability.
