"Sortie" implies an operational mission, which is completely inaccurate. This was an unplanned move from the shipyard to a naval base where she would be completed!

Her conversion was still not finished in November 1944 when she was ordered to sail from the Yokosuka Naval Arsenal to Kure Naval Base to complete fitting out. This was due to the Navy General Staff being worried about her safety after a U.S. reconnaissance bomber fly-over.
