Did you hear about the Heinkel He 212 army reconnaissance
tilt propeller aircraft project ? thanks in advance.

Good clue, thank you ! Was still searching for Heinkel.
Then perhaps (perhaps !) it would have been similar to
the VC 200/300 (via vstol.org)

The first VC 400 mock up shown in 1965 was only the He 212 mock up with the He 212 stencil removed and VC-400 put in place .

mentioned a Heinkel He 212 with tilting propellers. Has anybody ever heard of that design?

This tiltwing was based on a Heinkel design. VFW planned to develop a whole range of tiltwings in the mid 1960s, from small military multi role aircraft (Mehrzweckflugzeug) to large commercial and military transporters.
Unfortunately the German government cut the funding for these interesting planes in 1970/71.
