DTIC operates like NTRS used to: if you want a document they list but don't have available on PDF, you have two options:
1: Wait and hope that they'll get around to it in a few years
2: Pay your money and sometime later get a bad paper copy of it. Since this paper copy is no longer made with an actual photocopier, but is instead printed from a PDF file, this means they now have a PDF file of the document in question. So anywhere from a few days to a few weeks later, the same document you spent time and money getting made available to you is them posted online for anyone who wants to to download for free. You may now throw out your paper copy.
