Further to the current discussions about Royal Dockyards (never were but not secret), this illustration for a German Kriegsmarine proposal for the extension of Wilhelmshavento accommodate ships of the 'Z-Plan' is interesting.
The Image comes from 'Battleships of the World, 1905-70' Siegfried Breyer and K.Thomas.
I have included an older image/map of Wilhelmshaven to more clearly
