Found some drawing titled as "Light cruiser for Poland". Don't know how much real it is.
Looks like somewhat enlarged HSwMS Gotland, but without seaplanes aft. Maybe it's based on 1936 aircraft cruiser proposal?

No, that's one of the Svetlana light cruiser.
