Just a (mostly) idle question. Given that, despite it being left on one of their bases, it appears that the Cypriot Navy had absolutely no control over the impounded munitions cache that blew up, would anyone here know which directorate, division or office within the Cypriot MOD was actually responsible for it?

Given what we currently know about how (badly) the cache was handled and why, my bet is on either the National Security Authority under the Minister's Staff or else the Legal Matters office. Although I can't fully rule out the possibility that, given the politics regarding the cache, they went and set up a special office for it, reporting directly to the Permanent Secretary perhaps.
Any ideas?
