Mr. Enrico Forlanini was an Italian engineering,he designed aircraft,airships,hydrofoils
and helicopters,in this strange picture on Ebay,they describe this hydrofoil as a seaplane ?,
who has a drawing or picture to his airplanes ?.
I think that it is a fast boat with hydrofoils. The term "hydroplane" would just mean a boat that planes on or through the water in this instance. The air propellers would solve the power transmission problem that hydrofoils would otherwise present.
The speed quoted--125 kph or about 78 mph--on 75 hp seems hardly possible without hydrofoils.
I'm not sure that I understand the question. But the photo says it was taken on Lake Maggiore in northern Italy.

I don't know if Forlanini had any direct connection with it, but the Pescara-Guidoni torpedo bomber of 1911-1914 used what look like Forlanini's ladder-type hydrofoils to get it off the water.
