If they're serious about this, they could expedite matters by using an existing T-tailed airliner fuselage for a testbed.

With regards to aviation, the DLR is more of a think tank, than an aviation company,
so they would rather make, say, EADS modify an old BAC 111 or DC 9/Boeing 717 and
support them with research data, than to start such a project on their own. In 2010
the DLR had an own budget of 745 million €. So, without stopping all other programs,
such programs probably would be financially out of their scope, I think.
