I think this may be a case where the operator and the designer perspective differ. CEGB presumably held the opinion you state, and just wanted something that turned neutrons into electrons cheaply and reliably.UKAEA held the opinion that a shiny new design incorporating all the new ideas they'd had would obviously be much better at it than that old rubbish.UKAEA seem to have had more influence.
