The 30mm rounds hitting a tank would also be sending fragments beyond 130m. Compare apples to apples.

Pick a realistic scenario. Soldiers with body armour. Average terrain, vehicles, buildings. Soldiers laying on the ground knowing the Pike is inbound. The Pike is ZERO danger at 130 metres to the friendly forces.

I can imagine the scenario you must be thinking. A flat open field. Enemy and friendly forces standing up 50 metres apart smiling at eachother. No body armour worn. No vehicles or any structures to cover behind. The Pike missile hits the enemy and the friendly forces continue to stand front on facing the explosion to maximise their surface area to increase the chance of a fragment hitting them.
