You do realize that HGVs have very stringent insertion requirements and would likely not be capable of pulling off high G maneuvers so early in the flight as would be required to do a short range attack.Where did you get those numbers, or are they simply a WAG? Studies by both the US and Russia have come to the conclusion that you need 200-300 warheads over targets to provide a deterrent effect, adding spares and accounting for missile defenses, and bolts from the blue, both countries came around to ~1,000 deployed warheads as a suitable number. ~10,000 is frankly ludicrous and insanely expensive
