If you ask it to do a job it was never designed to do, perhaps not. Under a treaty that prohibits those systems you mention, the US would be forced to soldier on with the Ohio class and MMIII into perpetuity. No Columbia class, no GBSD, no W93, no B-21, no LRSO. Somehow I find it difficult to believe that such an arrangement would not arouse your ire in a similar manner.
