After this long soaking in seawater, I doubt there'd be much they can do with it other than tow it a few miles out and then sink it as an artificial reef.

I think, the ship has to removed from where it is resting now, just to start forgetting it.
And then, selling it for scrap could at least be a palliative for the costs, as some more miles
in tow probably wouldn't raise the price of salvaging it very much.

I read that it is to be scraped.

The hull has a pretty huge hole in it (how surprising) the ship a total loss, going to be floated just to be scrapped as soon as possible.
