Scale is maybe a bit difficult to judge, but is that a torpedo tube door there at the "nose"?

Judging the draft scale, it's supposed to dive at least with the deck to water level.
A test-rig for torpedoes ?

Judging from the details, I do not think that it is a moveable object (by its own). Kind of ponton? Fuel tank? Maintanance support construction?
