maybe to give more balance for the airplane ?.

I don't know. Perhaps it is a large airplane with a low wing? The sponsons provide most of the stability - but the wing floats help prevent the wing tips from striking smaller waves?

I understand that both things provide stability on water but it's usually one or the other... I've never seen them both used at the same time, hence the question

It is a very good question and we're just guessing.

I suppose structural strength might also be an issue for such a large design? Perhaps the sponsons are meant to reduce the bending forces on the wings from the wing floats?

The moment arm/leverage for the wing floats would be much greater - so they'd also have a faster effect in stopping rolling (if my understanding is correct).
