Not in the way you mean it. Navy's program didn't exist in a complete vacuum, and Navy wouldn't suddenly dump their preferred option after last week's announcement. This is a program of decades, a week or two's difference between two announcements doesn't mean the second is suddenly scrambling.


OSD has been sitting above both programs the whole way, it is their responsibility to monitor and make adjustments to suit the broader strategy, industrial strategy included. OSD has had to consider the potential for one company to be the preferred bidder in both programs from Day 1, if they determined this was an unacceptable outcome then they'd have options for how to handle it. But we should not take "NG winning means Boeing could not win" as gospel, it's smart policy to spread this workload around but NG may very well be superior on merit.
