Remember that the program is very early in the start up phase. I suspect that Bell (nor Boeing/Sikorsky for that matter) has ignored the Army's (a.k.a. the customer) desires. So I suspect the number of troops came from the Army. If the Army changes its mind and goes for say 14 troops then all of the aircraft will get bigger, which means they will cost more. I think the Blackhawk 15 troops sitting on thier kit has become universal. Did the same in the US.
