There are some sources that appear to indicate that the roots of the program actually go back to at least 1984, to a concept study and other work within the MSDF. Interestingly enough the concept study seemed to have already identified Phoenix as the weapon to be used.Meant to answer this at the time. Thanks, I'd already come across it.
