Amazon lists used book dealers that carry it. Warning, the price jumps quickly and you don't want to know what it's running on ABE Books. I just purchased a good condition used copy for $23 plus shipping and tax. The next lowest price, for a copy in very good condition was $34 and change.

If you want some more info, check out the acknowledgements and index. It seems likely that this was put together via the "Gathering of Eagles" reunions, which was a recurring event getting together members of the F-15 SPO (and other F-15 people).
It's got things you won't have read before, and it's definitely worth buying if you find it at a good price. Makes interesting reading alongside the Lightweight Fighter Program histories, some definite differences of opinion.
