By the way,

when I read the article again,it was a real design from a real company,not a hypothetical
concepts,can we transfer it to Early Aircraft Projects section.

I'm pretty sure that the California-based engineer refered to in the article was simply Fred Landgraf... Look at the similarity between the second design and the H-2.
And of course, if this was the case, then the first design would likely be the H-1... Landgraf set up the Landgraf Helicopter Co. in L.A. in 1943.
