only would stay expendable is great but performance of pure military design would be good start.JAGM like MEADS took too much to get here. but unlike MEADS JAGM may well be a costly obsolescence. not a Raytheon salesman but their patents have something even more important than the likely easily retrofitable technology you speak of. It is great you can get to the target but if can't get it done when you get there, well. More importantly can you train militia's to carry and fire JAGM. The Russians have never lost sight of the ubiquitous importance of tube launch.
