the German navy actual build & service in 1960s sub U-1 & U-2 that... rusting !

there two story to that
one the Germans buy cheap steal from Austria were welding scams start to rust
second they try a-magnetic steel to be save of naval mines but that stuff was insufficient tested and start to rust
 
Well, submarines are supposed to go underwater, so S-80 works.
Probably somebody forgot to specify in the contract that it should return to the surface. No problem then, 600M€ more from Spanish taxpayers and I'm sure the ship could be modified with a technology to allow it to sink and surface at will
 
I can imagine the ghost of Sir William White sighing with relief, now he knows he's not the only one who let this sort of thing happen (and even so, his mistake was mostly one of failure of supervision as the amateurs added cosmetic topweight; this sounds like a more basic and unforgivable flaw).
