In 1897, a certain I. Bykov sent to GIU (Chief Engineering Directorate of the Russian War Ministry) his project of man-powered helicopter. It had vertical rudder and elevation rudder for the control; for the forward movement it was necessary to tilt the rotor axle forward. The rotor shape would, about the author, allow it to act as parachute also. The project was rejected because the lack of perspectives for human-powered flying devices became obvious already.
"In the lecture by Col. Pomortsev, a consultative member of the Electrotechnical Commitee, one can see that airscrew propeller question is elaborated substantially in aeronautical literature - with detailed calculations of energy necessary to produce a certain lifting force. On the ground of these calculations one can prove that a human can't get himself into air by his muscle power, even with whatever devices proposed to do this".
